Abstract

This article analyses the access of interest groups to the governmental arena using an original database based on 2409
bilateral meetings that took place during the mandates of Mariano Rajoy and Pedro Sánchez and covering the period from 2012
through 2021. The analysis, based on exchange theory and agenda dynamics, finds that business groups meet more frequently with
government agents than any other types of interest group, with significant differences by policy areas and the ideology of the
governing party. The study also reveals that the governing PSOEUP coalition had more interactions with interest groups and gave
more access to trade unions and NGOs than governments led by the Partido Popular.
