Key Factors of the Quality of Government: An Assessment of Spanish Regional Governments

According to numerous studies, quality of government (QG) is associated with levels of corruption and well-being in a society, but it is a concept without a clear or undisputed definition. For some, only government outputs should be considered, while for others, inputs, or how decisions are made, should also be considered. To contribute to clarifying the concept, we propose a new model of analysis that incorporates both inputs and outputs, as well as formal and informal institutions. The aim is to be able to operationalise this very abstract and debated concept by applying it empirically to the study of two Spanish regions,
